In face of the Covid-19 that is spreading rapidly around the world, Yunnan provincial Party committee and government issued the No. 15 notice Tuesday to prevent new cases from entering the province through land crossings and water ways. Here are the main points:

1. Non-essential entries and exits are strictly restricted in the border areas. All bordering counties, cities, towns and communities in Yunnan are closed to outsiders, and the pubic are encouraged to report illegal immigrants to local authorities.

2. No crossing by a third-country national at any Yunnan border gate. Issuance of permits for entries and exits  in border area is suspended. So is the issuance of permits for cross-border travel.

3. For the time being, Chinese nationals are not allowed to leave the country via land crossings and water ways. Those involved in foreign aid or medical assistance shall apply for the exit first and leave in groups after approval.

4. Entries by nationals of neighboring countries are discouraged. For those who have to enter via land crossings and waterways, all will be subjected to a 14-day quarantine and nucleic acid testing at their own expense.

5. All returning Chinese nationals from overseas need to declare their health conditions before entry. Those entering with a temperature (≥37.3 ℃) or symptoms shall be transferred to designated sites for quarantine.

6. Imported cargos shall be unloaded at the Yunnan land crossings, and the foreign driver shall leave China on the same day. The Chinese cross-border trucks are driven by designated drivers in the border area, who shall follow regular nucleic acid tests.

7. Passenger services at the 19 land crossings and 14 passages are suspended, only the freight service available. At the port of Guanlei, both services are suspended.

This notice comes into effect on March 31.
